達賴喇嘛真的是一招好棋 國際媒體好「爽」

有時看到國內媒體在寫一些外電，我都懷疑我一定是英文太爛了，比如今天udn.com網站從早一直放到現在的斗大標題：國際媒體：民進黨擺明要馬難堪。

這是暗示反對黨太超過，不應該給馬英九製造難堪嗎？

但為何我看到的「國際媒體」似乎不是這樣ㄟ。達賴喇嘛事件似乎給國際媒體帶來了許多歡樂的氣氛。這個背景是：

1. 全世界都知道馬政府現在極力討好中國，不想得罪胡錦濤，兩人關係好的令人眼紅。

2. 馬英九這次風災作得很差，這位超人器政治偶像被國內罵慘了。

3. 反對黨趁機卡油，逼得馬英九同意達賴喇嘛入台，到底這會給兩岸帶來何種變數？畢竟中國對於膽給發給達賴喇碼簽證的國家向來不假以辭色的。中國老大敢對馬英九發飆嗎？（如同他們罵法國總統那樣？比如）

也因此，幾乎所以重量級外電都在觀察這個角度，大家似乎很想看看過去馬英九與胡錦濤如膠似漆的兄弟關係現在會不會有「化學反應」。

以下是幾個分析得很精彩的佳言：

基督教報紙：Christina Science Monitor

So he had two bad choices: let the Dalai Lama in, and incur China’s wrath (which has already happened), or refuse him, and incur southerners’ wrath.

....After several days of such treatment, a few rhetorical barbs from Beijing probably seemed like a small price to pay.

馬英九只有兩個下下之策可選擇：1. 讓達賴進來，導致中國很生氣（現在已經開始發作了）；2. 拒絕他，導致南部災民生氣

...但畢竟馬英九最近被南部災民被得那麼慘，就算挨了幾下北京的外交口頭責罵應該也不算什麼啦。

美國老大哥的看法：達賴喇嘛可是國際上"備受尊敬"的宗教領袖」（ US calls Dalai Lama 'respected religious leader'）弦外之音，有些人搞得那麼緊張幹嘛，神經病喔。


US State Department spokesman P.J. Crowley said that the Dalai Lama "is an internationally respected religious leader."

他文章一開頭就等著看好戲的說：

這次的狀況可說充滿故事張力，處處政治陷阱，反對黨請出西藏精神領袖，不僅讓馬英九陷入兩難，也讓北京很難看。

從長遠策略角度來看，北京自然希望馬英九贏得下次大選，但他這次竟然容許達賴喇嘛入境，顯示馬英九太過憂柔。

The trouble for Beijing is that from a long-term, strategic standpoint they’d be very keen for President Ma’s KMT part to win the next Taiwanese election. The fact that he’s allowed this visit at all - having denied a request last year - shows the weakness of Ma’s position.

Hard to see how allowing a visit from the Dalai Lama is going to ‘deepen political trust’.

It will now be fascinating to see how far China is prepared to punish Taiwan over this decision. Will Beijing huff and puff and then get back to the business of strengthening cross-border ties through the Economic Cooperation Framework Agreement, or will it exact some physical/commercial price from Ma for his decision?

（馬英九做了這決定後，北京會虛張聲勢一番，凡後又繼續深化雙方關係，簽訂ECFA嗎？或者真會有什麼懲罰出現呢？）
我猜這位英國記者可能十分看不慣中國先前以達賴之名打壓歐洲國家，因此現在馬英九也拆了自己的台，他好像很等不及看看胡錦濤是否會爆怒啊。

不管如何，馬英九這個決定讓國際十分重視，且又可把責任推給民進黨，中國面對馬英九的溫良謙恭又只能啞巴吃黃連，怎麼計算，小馬哥還是吃香的啦。
